The new economy, above all in the South Italy and in some regions of the Communitarian Countries, has allowed the birth of new enterprises and the creation of new workplaces. They are beyond five thousand the companies grown in Italy in the market of computer science and the communications, in particular in the South of our country.
Objective of the plan is the creation of a Web portal that puts in Internet the requirements of the market of new economy (in terms of professional figures and the specific competencies) and the instruments (guideline, vocational training and professional qualification) to disposition of institutions and agencies that operate in the field of the vocational training beyond that of single individuals (teacher and customers of the Vocational Training in the European community).
In particular will be created an innovative
portal for the connection on line to educational structures or for a specific
vocational training of high European level, comprising a forum among companies
for the demand of new professional figures. Inside of this portal there will be courses of high level that are not
available on the market of the vocational training on-line or links with
Internet sites that offer vocational training courses of high level in the field
of the ICT. The portal is
justified from the great demand for e-Learning education and from the search of staff who the companies make on Internet
(reducing considerable of the times for the recruitment).
The portal allows, moreover, the participation
of the education institutions and of the companies that wish to participate to
the vocational training online. It is believed, in this way, to elevate also the
cognitive level of the teacher and the cultural and professional competencies
(and therefore to improve the competencies of the students).
The
general proposal of the portal
consists in creating a system that:
it concurs to select, to orient, to form the demanded professional
figures of the new economy;
it offers to the companies the possibility to choose young people
that have followed the e-Learning education courses or young people that
possess already specific competencies and professional experiences;
it offers to the education institutions, also through one
collaboration in Internet, a channel for one specific education near the
market of the job;
it offers to the students of whichever age and competencies the
possibility to choose the job through the programmed studies;
it offers a service online of recruitment
to the companies on the market: the
competencies of every student will be estimated and certified.
it creates a guideline on-line:
the system will accompany the student, by means of tests on-line, in
the understanding of his abilities and attitudes;
it concurs to selections for the free participation, upon request of
the companies, to vocational training courses on line (e-learning): this opportunity will be offered after verifying the
abilities of the participants; to the term of the courses the students will
be recruited in the companies;
it allows to participate to the examinations of the certification of
the competencies for the insertion in the professional database
it allows to participate to the programs of stage of the companies that operate in the market of ICT.
In order to catch up this objective the program will be articulated, synthetically, in the following macro-activities:
Marketing research on the companies to European level in order to
create a database of specific education courses and professional profiles to
construct.
Marketing research to European level of education structures interested to participate to the forum of initiatives for the creation of e-Learning educational courses.
Plan and technical, graphical and multimedia development of the Web
portal.
Plan and development of
models
(software) for the realisation of e-Learning educational courses.
Implementation of the databases and of
the models ( software ) for the realisation of
e-Learning educational courses.
Realisation of e-Learning educational courses based on the models
software.
Realisation of databases for the recruiting on line
Experimentation and placement of the produced material
Validation to European level of the produced material.
The project is going to last for two years and contains several activities which will involve the partners in a synergic collaboration. Among them there are a vocational State school which has the task to co-ordinate the various stages of the project and to implement the project and make the products known; 4 software houses (Italian, Romanian, Greek and Spanish), a Polythecnic to implement the undertaking and to circulate what is produced, a Teachers’ Association whose main task is to look for those private and public bodies interested in the project, a company, linked to Confindustria – a businessmen’s Association, which will look for and inform those firms, both private and public, interested in this type of project.

CTANM , Centre for Advanced Technologies, Department for Teaching and Research of Politehnica, Bucharest University which deals in particular with teaching and multimedia services and systems
E.S.S.I – Economic Software Systems International (a company in Bucharest working in the field of informative systems, in particular it produces software and multimedia applications, deals with web design and vocational training)
BDF – Balear de Desarrollo y Formaciòn (a company in Palma de Mallorca in Spain which works in the field of research ( systems, methodology, development of e-Learning materials, equal opportunities, mainstreaming; e-commerce, telework and quality in PMI), in the field of development (ICT total solutions for Company Business and the environmental public bodies, e-commerce software, multimedia and systems, e-learning systems) and of training (professional training courses; post-graduate research; Management and Business studies; e-learning courses for teachers).
