WELCOME... |

|
...to the fifth
issue of “Fenice News”. This newsletter is aimed at anyone who is interested in European Projects, but particularly at people who is interested in the themes dealt with these projects.
This issue describes the projects in which FENICE is involved as partner and the products developed by transnational partnerships, with support from the European Commission, within the framework of the Socrates, Leonardo & Youth Programmes.
We hope that this issue of “Fenice News” will help to promote these results, materials and methods to a wider audience, but also that it will encourage the exchange of ideas and experiences.
First we would like to tell you who we are in the hope that we may start a productive collaboration.
Our association aims at improving the professional characteristics of teachers and the standards of state schools and at enhancing democratic reforms. The Association tackles the political, social and cultural problems connected to the school world, the teaching job and the professional growth of teachers. To reach its objectives, our association:
-
carries out projects, co-financed by the European Union, aiming at integrating schools and the world of work;
-
organises meetings, courses, shows, guided tours, stages abroad, teacher and/or student exchanges
-
does research, gives advice and trains people on curricular or cross-curricular topics and on relevant issues;
-
produces and publishes all sorts of teaching materials;
-
holds in-service courses and training courses for teachers;
-
gives advice to schools and school Boards to plan and implement in-service courses
-
offers vocational and school guidance.

The main objective of this project is to
realize
an
Integrated
System
of
Training,
Information
and
Counselling
for
e-Government
addressed
both
to
the
operators of public administrations and ICT enterprises, through
the
cooperation
of
a
transnational
network
of
public
administrations,
enterprises
and
educational
institutions.
Taking
into
consideration
the
different
participants
(Spain,
Greece,
Romania
and
Italy)
in
the
project,
the
definition of “e-government” that the
project
adopted
coincides
with
the
definition
given
by
the
OECD
in
a
rapport
in
2001: «l'e-governance
is
the
public
sector's
use
of
the
most
innovative
information
and
communication
technologies,
like
the
internet,
to
deliver
to
all
citizens
improved
services,
reliable
information
and
greater
knowledge
in
order
to
facilitate
access
to
the
governing
process
and
encourage
deeper
citizen
participation
».
The focus, then, is on the terms “citizens”,
“participation”
and
“government”.
During
the
second
transnational
meeting,
which
took
place
in
Athens,
the
web
site
of
the
project
http://www.egov-net.org
was
created.
This
site
will
be
a
tool
for
information
services and a virtual meeting point called “e-Plaza”.
The
“e-Plaza”
and
the
start
up
of
the
experimental
phase
to
identify
and
train
new
professional
figures
for
the
e-gov
are
the
objectives
on
which
the
partnership
will
work
during
next
meeting
in
Ribadeo,
Spain
(20-22
October
2005).
In
particular,
the
first
item
concerning
the
e-Plaza
-
the
“Observatory”
-
will
be
carried
out
so
that
those
who
are
interested
can
have
an
overview
of
the
European
existing
good
practices
and
of
those
under
implementation
in
Europe.

INNOschool-Initiative for innovative concepts to prevent early school
leaving

INNOschool project shortly before being published |
''INNOschool'' is a cross-national initiative aiming to prevent early school leaving, to make schools and training sites more attractive and to foster integration. The main target groups are 13-18 year-olds coming from less privileged backgrounds as well as their teachers, educators and parents.
In order to inform teachers about „INNOschool“ and invite them to send in descriptions of best practice examples, a newspaper is being produced which will be mailed to all secondary schools in the participating countries. The newspaper includes information on the problem of school drop out and integration and already provides a first selection of successful projects that prevent school tiredness and foster integration. The production process for the newspaper is currently in full gear. The layout has been presented and finalized. Since the newspaper will be issued in each of the countries’ own language the articles have to be adapted to the local situations. Editorial teams in Germany, Italy, Spain and the Netherlands are currently supervising the translations and working on adapting the articles to each countries needs.
On the website www.innoschool.info, currently being conceptualised, there will be an online version of the newspaper and a platform for educators and teachers where they can get in touch with each other.
The newspaper will be sent out the school at the end of this year, the deadline for the competition will be spring 2006. From all the project description that will have been sent in all the participating countries, 12 will be selected. They will be awarded with a financial contribution and worked over by a group of experts so they will be transferable to other EU countries. The awarded and worked over best practise examples will be published on the Internet by summer 2006 so that they can be shared EU-wide through already existing as well as newly created networks.

TEAM - Training of Educators of Adults in an intercultural Module

Action)
The basic aim of the project is to
promote
intercultural
awareness
by
developing
competences
in
a
global
context
for
adult
educators.
In
order
to
achieve
this
basic
aim,
the
partnership
including
institutions
from
four
countries
(France,
Italy,
Spain
and
Turkey)
co-ordinated
by
FENICE,
has
set
a
number
of
objectives
to
fulfil:
§ to exchange experiences in adult education and pedagogical and didactic
approaches
to
intercultural
training
in
order
to
improve
the
quality
of
teaching;
§ to identify and exchange best practices in order to motivate learners;
§ to find valid practices in order to learn how to learn as for teachers
and
students;
§ to develop group management methodologies for adult teaching;
The
three-year
project
falls into a typology of “Learning Partnership”. Therefore it focuses on the process more then on
the
result
and
it’s
aim
is
to
establish
cooperation
among
organisations
working
in
the
field
of
adult
education
in
formal
and
not
formal
sectors.
The
main
activities
are
addressed
to
teachers
to
adults
and
their
students.
They
include
transnational
meetings
of
partners
to
establish
the
working
methodology,
to
exchange
experiences,
to
analyze
and
to
evaluate
the
work
done
and
are:
§ Needs analysis explained in a Report on adult education;
§ Creation of a website in 5 languages (the languages of the partners +
English)
for
the
diffusion
of
the
project
and
its
results;
§ Creation of work groups in each institution;
§ Processing of a Manual of good teaching practices in adults education;
§ To develop Grundtvig 3 courses and seminars to
introduce
other
teachers
in
the
practice
of
adult
training
and
of
new
methodologies
in
languages
teaching.

§ e-GoV – e-Government Village
(Projet
Pilote)
Le projet vise à réaliser un
Système
intégré
de
formation,
Information
et
Orientation
à
l’e-Gouvernement
qui
s’adresse
aux
opérateurs
des
administrations
publiques
et
aux
entreprises
qui
travaillent
dans
le
secteur
des
ITC
grâce
à
un
réseau
international
d’administrations
publiques,
entreprises
et
institutions
formatives.
Prenant en considération les
différents
partenaires
(Espagne,
Grèce,
Roumanie
et
Italie)
qui
participent
au
projet,
la
définition
de
“e-government”
est
celle
indiquée
dans
un
rapport
de
l’OECD
du
2001:
«L’
e-gouvernance
est
l'utilisation
par
le
secteur
public
des
technologies
de
l'information
et
de
la
communication
dans
le
but
d'améliorer
la
fourniture
d’information
et
de
service,
d'encourager
la
participation
du
citoyen
au
processus
de
décision
et
de
rendre
le
gouvernement
plus
responsable,
transparent
et
efficace.».
l’attention
est
donc
focalisée
sur
les
termes
“citoyens”,
“participation”
et
“gouvernement”.
Au cours de la seconde rencontre
transnationale
de
Athènes
on
a
créée
le

et

La e-Plaza et la mise en oeuvre
de
la

d’individuation

formation

sont
les

rencontre
transnationale
de

§ INNOschool-Initiative for innovative concepts to prevent early school

conjointes)

Le journal INNOschool sur le point d’être publié |
INNOschool est une initiative internationale dont le but est de prévenir l’échec scolaire, de rendre les écoles et les lieux d’apprentissage plus attractifs et de favoriser l’intégration de jeunes défavorisés. La cible principale du projet sont les jeunes âgés de 13 à 18 ans issus de milieux défavorisés ainsi que leurs professeurs, éducateurs et parents.
Afin d’informer les professeurs et les élèves et de les inviter à nous envoyer des exemples de projets couronnés de succès nous produisons un journal qui sera envoyé aux écoles dans les quatre pays participants (Allemagne, Italie, Pays-Bas et Espagne). Le journal donne aux professeurs des informations sur le problème de l’échec scolaire et de l’intégration et leur fournira quelques exemples de projets couronnés de succès afin de les inciter à les reproduire et à en mettre en place de nouveaux. Le processus de production du journal bat actuellement son plein. La conception graphique est finie. Puisque le journal va être envoyé dans la langue de chaque pays, les articles doivent être adaptés à la situation locale de chaque pays et traduits. Dans les quatre pays partenaire, une équipe de rédacteurs et de traducteurs s’y consacre actuellement. Le site internet www.innoschool.info a été conçu et sera d’une part une version en ligne du journal, et d’autre part un point de rencontre virtuel pour les professeurs des quatre pays.
Le journal va être envoyé aux écoles à la fin de cette année, la fin de la compétition est elle programmée pour le printemps 2006. Douze projets seront sélectionnés parmi les projets qui nous aurons été envoyés. Ils obtiendront un prix et un soutien financier et seront étudiés et retravaillés par un groupe d’experts afin qu’ils soient transférables d’un pays à l’autre. Afin de les partager au niveau européen ces projets seront publiés sur le site internet en été 2006 et seront distribués par l’intermédiaire de réseaux existants et de réseaux nouvellement créés.

Action)
La finalité du projet est de sensibiliser les formateurs d’adultes à la dimension interculturelle. Dans ce but, les partenaires (institutions de 4 pays: France, Italie, Espagne et Turquie coordonné par la FENICE ) se sont fixé un certain nombre d’objectifs à atteindre:
§
Echanger leurs expériences dans le domaine de l’éducation des adultes et des approches pédagogiques et didactiques de la formation interculturelle, en vue d’améliorer la qualité de la formation;
§
identifier et partager les bonnes pratiques pour motiver les enseignants;
§
repérer des pratiques efficaces pour apprendre à apprendre pour les formateurs comme pour les formés;
§
développer des méthodologies de management de groupe en formation d’adultes;
Le projet, prévu sur trois ans, est un “Partenariat apprenant”. De ce fait, il est orienté sur le procès plus que sur le résultat, et il vise à favoriser des actions de coopération entre organisations travaillant dans le champ de la formation d’adultes, qu’elles appartiennent au secteur formel ou non formel. Les activités principales seront ciblées sur les formateurs d’adultes et leurs étudiants :
§
Analyse des besoins, se traduisant par un Rapport sur l’éducation des adultes;
§
Création d’un site web en 5 langues (celles des partenaires + anglais) pour la diffusion du projet et des résultats;
§
Création de groupes de travail dans chaque institution;
§
Réalisation d’un un guide de bonnes pratiques de formation dans l’éducation des adultes;
§
Séminaires transnationaux pour établir la méthodologie de travail, pour échanger les expériences, pour analyser et to évaluer le travail fait;
§
Développement de modules Grundtvig 3 et séminaires à destination des enseignants et formateurs, sur la pratique de la formation d’adultes et les nouvelles méthodologies de formation linguistique.

§ e-GoV – e-Government Village
(Progetto
Pilota)
Il progetto si propone di realizzare un Sistema Integrato di
formazione,
Informazione
e
Orientamento
all’e-Government rivolto sia agli operatori delle
Pubbliche
amministrazioni
che
alle
imprese
che
operano
nel
settore
delle
ITC
attraverso
la
cooperazione
di
una
rete
transnazionale
di
pubbliche
amministrazioni,
imprese
e
istituzioni
formative.
La definizione di “e-government” cui il progetto fa
riferimento,
tenuto
conto
delle
diverse
realtà
che
partecipano
(Spagna,
Grecia,
Romania
e
Italia)
è
quella
definita
dall’
OECD
in
un
rapporto
del
2001:
“l'e-governance
è
l’uso
dell’ICT
nel
settore
pubblico
per
migliorare
la
fruibilità
delle
informazioni
e
dei
servizi,
per
incoraggiare
la
partecipazione
dei
cittadini
al
processo
decisionale
e
per
rendere
il
governo
più
responsabile,
trasparente
ed
efficiente.».
il
focus
è
dunque
incentrato
sui
termini
“cittadini”,
“partecipazione”
“governo”.
Nel secondo meeting transnazionale tenutosi ad Atene è stato
approntato
il
sito
web
del
progetto
e-GoV:
http://www.egov-net.org
che rappresenterà uno strumento di erogazione di servizi
informativi
ed
anche
un
punto
virtuale
di
incontro
definito
e-Piazza.
La e-Piazza e l’avvio della fase sperimentale di
individuazione
e
formazione
di
nuove
figure
professionali
per
l’e-gov
sono
gli
obiettivi
su
cui
la
partnership
lavorerà
nel
prossimo
incontro
transnazionale
previsto
a
Ribadeo
(Spagna)
dal
20
al
22
ottobre.
In
particolare
sarà
attivato
il
primo
punto
della
piazza:
“Osservatorio”
che
offrirà
agli
interessati
una

Il giornale INNOschool prossimo alla pubblicazione |
''INNOschool'' è un progetto transnazionale che si propone di ridurre la dispersione scolastica, di rendere le scuole ed i centri di formazione più capaci di catturare l’attenzione e l’interesse dei discenti e di favorire l’integrazione dei giovani, soprattutto dei meno favoriti, nella società e nel mercato del lavoro. Il gruppo di riferimento è costituito da giovani di età compresa tra i 13 ed i 18 anni, provenienti da ambienti svantaggiati, e dai loro insegnanti e genitori.
Per informare gli insegnanti sul progetto ed invitarli ad inviare la descrizione dei progetti sulla riduzione della dispersione scolastica che essi hanno già implementato, si sta preparando un giornale che sarà inviato a tutte le scuole secondarie dei quattro paesi del partenariato e che contiene informazioni sul problema dei “drop out” e fornisce una prima selezione di progetti sperimentati con successo. La sua impaginazione è ormai definita. Dal momento che il giornale verrà pubblicato in edizioni diverse a seconda della lingua del paese, quattro equipe editoriali in Germania, Italia, Paesi Bassi e Spagna lavorano attualmente alla revisione delle traduzioni e all’adattamento degli articoli alle singole realtà nazionali.
Il sito web www.innoschool.info, attualmente in corso di elaborazione, conterrà una versione online del giornale ed una tribuna per educatori ed insegnanti dove essi potranno scambiarsi idee e proposte.
Il giornale sarà inviato alle scuole entro il mese di dicembre 2005, mentre la scadenza per la presentazione dei progetti è prevista per la primavera 2006. Tra tutti i progetti inviati, una giuria internazionale di esperti selezionerà i dodici migliori. Questi progetti riceveranno un premio in denaro e saranno rivisitati da esperti al fine di renderli trasferibili nelle altre nazioni europee.
I risultati così ottenuti
s§aranno diffusi tramite Internet entro l’estate 2006 in modo che possano essere condivisi ed utilizzati nel più vasto contesto europeo attraverso network esistenti o nuovi.

L'obiettivo principale del progetto consiste nel promuovere un approccio interculturale attraverso lo sviluppo di competenze in un contesto globale di formazione degli adulti. Per raggiungere questo scopo il partenariato, formato da istituzioni di quattro paesi (Francia, Italia, Spagna e Turchia), coordinate dalla Fenice, intende perseguire i seguenti obiettivi:
§ Scambiare e condividere esperienze nel settore della formazione degli adulti ed approcci pedagogici e didattici nella formazione interculturale al fine di migliorare la qualità dell’istruzione degli adulti;
§ Identificare e scambiare buone pratiche finalizzate a motivare gli studenti;
§ Individuare valide pratiche per imparare ad imparare rivolte sia ai docenti che agli allievi;
§ Sviluppare metodologie di gestione di gruppi nell'insegnamento agli adulti;
Il progetto, della durata di tre anni, rientra nella tipologia dei “Partenariati per l’apprendimento” e pertanto è orientato più al processo che al prodotto e a coinvolgere istituti del settore formale e non formale. Le attività principali sono rivolte agli insegnanti di adulti ed ai loro allievi e prevedono, oltre ai meeting transnazionali del partenariato per stabilire la metodologia di lavoro, scambiare le esperienze, analizzare e valutare il lavoro svolto:
· una analisi dei bisogni esplicitata in un rapporto sull’educazione degli adulti;
· la creazione di un sito web in 5 lingue (le lingue dei partner + l’inglese) per la diffusione del progetto e dei risultati;
· la formazione di gruppi di lavoro nelle singole istituzioni partner;
· l’elaborazione di un Manuale di buone pratiche nell’educazione degli adulti;
· corsi Grundtvig 3 e seminari per insegnanti finalizzati alla presentazione di nuovi approcci all’insegnamento delle lingue.
